change bit is set in all footers.
The overflow bit (O) indicates that one or several measurement frame were not transmitted between the current and pre-
vious measuring frame. The bit is transmitted only once for each identified loss and is then reset. If a measurement frame
consists of several data packets, the overflow bit is set in all footers. If measurement frame are permanently lost, the bit
is set permanently.
ASCII replies are only allowed between the last data packet in a measuring frame (EoF bit has been set) and the next
data packet.
