FTRQOVFL, keys 5 and 11.

FQ16WOVLF is normalized by the counts in OM group FTRQSEIZ, keys 5

Verify OM group FTRQ (FTRQOVFL). Review provisioning of feature

queue 16 blocks. Check LINE138 and TRK138 (NOSC and NOSR) logs.
