TPOSFLT uses the sum of TOPSMTCE measurements POSDF,

POSTRKDF, and POSDMDF.

TPOSFLT is normalized per working position per unit time.

TOPS positions or associated trunks and digital modems are failing. Check

OM group TOPSMTCE registers POSDF, POSTRKDF, and POSDMDF to

pinpoint failure source. Check logs TOPS100, TOPS101, TOPS105,

TOPS106, and TRK106.
