execution condition is ON, BCNT(114) counts the total number of bits that are
ON in all words between S and S+(N–1) and places the result in R.
N must be BCD between 0001 and 9999.

If the total exceeds 9999.
Content of *DM word is not BCD when set for BCD.
EQ (A50006): Result is 0.
