Failed Outcalls Alert

This alert report is used to notify the administrator when Remote Notification
attempts are not being responded to promptly or when Delivery to Non-User
messages are not being received. This alert is triggered when the percentage of
failed outcalls to the total number of outcall attempts exceeds a threshold.
