is the daylight saving time of day.
Daylight saving time (DST) is a one-hour
offset that is observed in the USA and parts of
Europe and Brazil. For X3$:
0 = off/ignore
1 = on in northern hemisphere
2 = on in Europe
3 = on in Brazil
For example, California uses GMT -8:00
from April to October and -7:00 GMT from
November to March. DST should be turned
off in Hawaii, American Samoa, Guam, Puerto
Rico, the U.S. Virgin Islands, the eastern time
zone part of Indiana, and Arizona (excluding
the Navajo Nation).
