Verify that the Alcatel-Lucent 1850 TSS-5 shelf is properly grounded by measuring the
resistance between the return signal on the power terminal block and frame ground.

The resistance between frame ground and the return should be less than 1 ohm.

Connect the fuses at the BDFB, or turn on the breakers at that BDCBB.
