Non-INVITE Transaction Timer

The NonCall trans timer is started whenever the phone sends a non-INVITE message to the
SIP server. If the timer expires before the phone gets a response from the SIP server, the phone
assumes that the server had died and then attempts to contact the backup server, if configured.
If no backup server is configured, the phone will just tidy up internally.
The data is given in milliseconds. The default value is 32 000; for Phone Administration, the
recommended setting is 6 seconds (6000 ms).
