For each offset and upper bracket, screw six bolts through the offset into the
upper bracket. Use one flat washer and one lock washer for each of these
bolts.

These holes are to
screw the bar into the
shelf.
Place the front lock-down bar at the edge of the chassis and align the holes in
the lock-down bar with the holes in the shelf. Catch all of the screws but do
not tighten them yet. You may have to wiggle the chassis to catch the screws
in the threaded holes.You will need the 10 hex head screws and washers for
each lock down bar.
Catch the screws for the second lock-down bar but do not tighten them yet.
You may have to wiggle the chassis to catch the screws in the threaded holes.
