Grace time for the TEK in seconds. The CM
is expected to start trying to get a new TEK
beginning, TEKGraceTime, seconds before
the TEK actually expires.

Actual clock time for expiration of the oldest
active key for this TEK association. If this
TEK association has no active keys, then the
value is of the expiration date and time of the
last active key.
