If true, this PHY is the one being used. If
false, this PHY is not being used.
lcPhySpeed
Number
Determines the speed for this PHY. If
lcPhyAutoNegotiate is true, writes to this
value are prohibited. If lcPhyAutoNegotiate
is false, this PHY will be forced to this speed.
Valid values are 10000000 and 100000000.
