Promotion process with PNPDU

When launching the PRIME network, promotion request messages (PRO_REQ_S) from multiple
Terminal Nodes are sent to Base Node. At this time, in order to form a network topology in which
communication between each node is optimized, Base Node can select the appropriate Terminal Node
to promote to a Switch from several Terminal Nodes sending PRO_REQ_S.
The process of selecting promotion candidates in Base Node when receiving multiple PRO_REQ_S
has following four states.
(1) State of waiting for PRO_REQ_S
Initial state. After receiving first PRO_REQ_S, then the state will change to the state (2).
(2) State of sampling for selecting promotion candidates
In this state, Base Node will not send PRO_REQ_B to any Terminal Node immediately, receive all
PRO_REQ_S packets for 30 seconds.
After 30 seconds, then the state will change to the state (3).
(Note)
By this behavior, no Switch will be created until at least 30 seconds or more have passed after
booting system.
(3) State of selecting the appropriate Terminal Node to promote
Base Node select the appropriate Terminal Node for promoting to a Switch from all Terminal Nodes
sent PRO_REQ_S during state (2).
If the promotion process for the selected Terminal Node is complete successfully, the state will
change to the state (4).
(4) Idle state
This state is waiting for receiving beacon from a new Switch. After at least 80 seconds or more has
passed, then the state will change to the state (1).
