The Reset local settings option on the web/phone user interface appears only if the value of

If the value of the parameter "static.auto_provision.custom.sync" is set to 1, the 001565770984-
local.cfg file on the provisioning server will be cleared.
To clear personalized configuration settings via phone user interface:
Press Menu->Advanced (default password: admin) ->Reset Config.

Select Reset local settings.

The LCD screen prompts "Reset local.cfg settings?".
Press the OK soft key.

The LCD screen prompts "Reset local settings, Please wait...".
