Create a new user on the target UPLC-II.

For the parameters "username" and "password", the
length of the value is restricted to 32 characters.
Any excess characters are truncated.
For the parameter "description", the length of the
value is restricted to 100 characters.
Warning: Please note that using this service via a
browser requires that the username and password
must be typed in clear text. Be sure to clear the
browser cache if using this service via a browser.
Verification of the new user creation via the normal
web interface returns Fig. D–8.
To create a new user, it is required that the parame-
ters "username", "password" and "permissions" are
supplied. The parameter "description" is optional
and may be omitted.
