Takeover-switch function

The control scripts activated by the HA software are used the same way by
all nodes of a cluster; they do not discriminate between primary and
secondary volumes. The horctakeover command, when activated by a
control script, checks the combination of attributes of the local and remote
volumes and determines the proper takeover action.
volume attributes and specifies the TrueCopy takeover action for each
combination of attributes.
specifies the TCE takeover action for each combination of attributes.
