Whether the time code has local time or UTC, the front panel time display
will show the local time and date. The time zone and "Daylight Saving Time
in Effect" (DST) and "Daylight Saving Time observed" (DSO) flags must be
configured correctly in the caption encoder so that the LTC reader will
convert between UTC time and local time properly using MetaCast 2 or other
software connected to one of the serial ports. The LTC DST CONFIG menu
item should normally be left in the 'system' setting to use these flags.

Models 8084/8084AD/8085 Closed Caption Encoder Manual
If one of the date modes is selected but the user bits do not
contain a valid date, the clock time will be updated and the date
will show Jan 1, 2000.
When a valid time code source is connected, a letter 'T' will appear on the
right-hand side of the front panel display while the time is being displayed.
When the encoder is confident that the extracted time is stable and
accurate, it will update the internal clock and display the message
TIME UPDATED on the front panel briefly. After initially connecting the
time code source, this should take approximately eight seconds.

calculate the front panel display time.
Select system to use the DST and DSO flag settings in the real-
time clock for converting from local time to UTC. This is the
default setting and should be used in most circumstances. The
system DST and DSO flags are set from the MetaCast 2
software or may be set manually using one of the serial ports.
Otherwise, the encoder will use the Daylight Saving Time
setting specified by this menu item when converting from local
time at the LTC input to UTC time for the real-time clock. This is
useful for calibrating time calculations when the LTC time
source has been offset for Daylight Saving Time but the
encoder has not, or vice-versa.
