Description This message indicates that the system cannot get the allowed MAC semaphore.

Description This message is generated when resolving an ARP if the system finds a
corresponding unresolved ARP entry. The unresolved ARP entry is then changed
to resolved. To update this entry in hardware, the system uses the usrdata to find
the hardware information.
