Mandatory 3=L2TP
For example: Tunnel-Type = L2TP
Mandatory 1=IP or IPv4
For example: Tunnel-Medium-Type = IP
<tag field><dotted-decimal IP address used on
LAC as L2TP src-ip>
If the tag field is greater than 0x1F, it is interpreted
as the first byte of the following string field
For example:
