License-enabling an executable (.exe) file is a four step process:

Restrict usage of a software application to a specified number of users to run on
any machine (counted).
Restrict usage of a software application to either an unlimited number of users
or a specified number of users on a specified computer
Set an expiration date.

Permit queueing when licenses are not available.
Enforce licensing terms and conditions of product suites.
