Configuration menu for the Start Screen.
When the Config on Start button is pressed, a 1 appears in the
cell to the right. If the UPS is turned off under these conditions,
the next time it is turned on, the user will have to enter the Rated
Voltage and Frequency, Date and Time, and Language. Once
these parameters have been set, the value Config on Start will
be reset to zero.
