<tooa>: Type-of-Originating-Address.
<fo>: First-Octet.
<pid>: Protocol-Identifier.
<dcs>: Data-Coding-Scheme.
<sca>: Service-Center-Address.
<tosca>: Type-of- Service-Center-Address.
<length>: length of user data.
<message in text>: user data.
