Retic Absorption Flatness (RTC-FL, RF)

Definition
The Retic Absorption Flatness flag is triggered when the CV (coefficient of
variation) for the RETIC ABS Flatness histogram is greater than 3.6.

Laser oscillation (mode hopping)
