3.3V standby power domain: Active while CARRIER_PWRON is high (regardless of CARRIER_SBY#)

Sleep
Module is in its lowest power state
Runtime
Module is full on. CARRIER_PWRON is high and CARRIER_SBY# is NOT active (i.e. both signals are high)
Standby
Module is in standby state or higher
