EMSS SmartTap Pulse Tests

The EMSS SmartTap generates pulse tests to detect short circuit conditions.
The waveforms are shown in
pulse occurs 8 ms after Channel 1. The pulses are repeated every 21 ms. When
either of the input channels goes to an open state, the pulses are turned off.
