The power supply turns ON, but there is no currents pass through the common (COM[+]).

Part 6 Service Diagnosis
Be sure to turn off the power switch before connecting or disconnecting
Caution connectors, or parts may be damaged.
Turn power supply OFF, and
turn power supply ON again.
Return to normal?

identify an electronic
expansion valve subject to
the Error Code F9. ( 1)

of outdoor unit main PCB
for electronic expansion
valve is connected.
