When set to 0: disables access to
ENERGY_PERFORMANCE:BIAS
MSR and CPUID function 6 ECX
reads 0 indicating no support for
energy efficient policy setting.
When set to 1 :enables access to
ENERGY PERFORANCE_BIAS MSR
1B0h and CPUID function 6 ECX[3]
will read 1 indicating Energy
Efficient Policy is supported.
