Shelf slot assignments

The PRI Gateway chassis has two physical backplane slots: one for the
MGC with its DSP daughterboards and the other for the new E1/T1 card
and its expansion daughterboards.
The E1/T1 card emulates an MG 1000E with eight CE-MUX PRI/PRI2
cards, supported in card positions 1 to 8 with DPSs using a total of 16 slot
assignments.
