    For IP Phones 1120E, 1140E, and 2007, licenses are specific to the IP • Phone 2007. When you purchase licenses for your IP phones, you must indicate the total number of IP Phones 1120E/1140E/2007 to be licensed. For example, if you have 500 of the IP Phone 2004, 300 of the IP Phone 2001, and 100 of the IP Phone 2007, you must purchase a total of 900 licenses and indicate that 100 of the licenses are for IP Phone 2007.

This error is due to the lack of a defined limit on the Windows 2000 IIS 5.0 server, which does not terminate properly when the limit is exceeded. Workaround: Microsoft recommends an upgrade to Windows 2003 IIS 6.0 server to resolve this issue.
