"FLEX_BUTTON_FACILITY_ACTx" should be an empty string.

This parameter cannot be specified via Web user interface
programming. Therefore, when using Web user programming
and configuration file programming in conjunction,
"FLEX_BUTTON_FACILITY_ACTx" should be set to
"X_PANASONIC_IPTEL_ONETOUCH".
