+MIPOPEN, Open a Socket (UDP or TCP)
This command causes the g20 to initialize a new socket and open a connection with a remote side. Each socket allocates an
accumulating buffer whose size is 1500 bytes.

The Read command returns the number of sockets that can be opened.
