Target MCU is uncontrollable.
Execute the RESET command.

(1) Check that the NQPACK etc. mounted on the user system is soldered
properly.
(2) Check that the connector is installed properly to the user system.
(3) In memory expansion mode or microprocessor mode, check pins
RDY# and HOLD# are at "H" level.
