After the idx 74 has been written with an error code,
all its details are returned by reading this parameter

After the selection of one or more blocks from this list and
its writing to SPECIAL_RESTART, then the restart
operation is executed by writing "Special Restart" in the
RB_RESTART.
All the selected Blocks are set with a pre-defined
configuration allowing their switching to AUTO Mode.
PS: The Function Blocks must have been previously
instantiated into a Function Block Application otherwise
cannot move out from OOS.
