In the three-phase power and energy measurement function
PEMMXU, the deadband supervision is done separately for the
apparent power S, and the power factor PF. These deadbands are fixed
and linear in the following way:
A change of 10% x Sn is reported in one second.
An absolute change of 0.1 in the PF value (-1..0..+1) is reported
in one second.
All the power measurement-related values (P, Q, S and PF) are
reported simultaneously each time either S or PF causes a reporting.
