Removes a traffic light from the configuration system.

Index: traffic light position in the traffic light collection of the configuration

system (starting from zero)
TrafficLightId: traffic light identifier.
●
Only one of the two parameters can be used to specify the traffic light (Index or
TrafficLightId); the parameter not used must be set to -1.
