The hex value indicates which types of files failed per
following list:
File type
FILE_TYPE_UNKNOWN
FILE_TYPE_CFG
FILE_TYPE_USBDL
FILE_TYPE_OTADL
FILE_TYPE_FUNC
FILE_TYPE_SUPP (phintl or
other supplemental files)
The failures are bitwise or together so for example, if
cfg and USBDL both fail, then the output would be
0x2 | 0x4 which would be 0x6.
