CREF86.
Cause
The specified module is not part of the file specified by the pathname.
Effect
CREF86 continues processing the modules it is able to find.
User Action
Determine why the module is missing, then reinvoke CREF86.
ERROR 21: OPERATING SYSTEM INTERFACE ERROR

CREF86 cannot open its temporary file.
Effect
CREF86 terminates processing immediately.
