Nortel Environment Flag Settings
The system automatically detects the Nortel environment and changes the working mode
accordingly (no need to set the Nortel flag in the system.cfg).
However, if you do not see video with the Nortel endpoints, the following system.cfg flags
may be set:

IGNORE_STREAM_VIOLATION in the IP MISC FLAGS section
Set this flag to YES, to connect the video channel of Nortel endpoints that send video
at a line rate higher than the rate declared in the capabilities exchange. When set to
NO, these endpoints will connect as Secondary.
SIP_USER_AGENT_FLOW_CONTROL_RATE in the SIP section.
Set this flag to the following values: 8,64,128,256,384,512,768.
This flag indicates the line rates that should be requested from the Nortel endpoints to
prevent video overflow (default values are: 64,128,192,256,384,512,768).
If you have set the flow control rate to Nortel mode but your environment includes
also Polycom endpoints that do not exceed the declared line rate and therefore should
not be requested to send lower video rates, define the following flag to exclude them
from the flow control mode:
In the SIP section set the flag SIP_USER_AGENT_FLOW_CONTROL to
POLYCOM.
