DTC "C28" (P1655): Secondary Throttle Valve Actuator (STVA) Malfunction

Detected Condition and Possible Cause
Detected Condition
The operation voltage does not reach the STVA.
ECM does not receive communication signal from the
STVA. STVA can not operate properly.
