FLUTTER
Fiutter is a phenomenon that can occur when an aerody-
namie surface begins vibrating. The energy to sustain the
vibration is derived

airflow over the surface. The ampli·

the vibration can (1) decrease,

reduced; (2) remain constant,
ił
airspeed is held constant
and no failures occur; or (3) increase to the point

destruction, especially if airspeed is high andlor is allowed to
increase. Fiutter can lead to an in-flight break up of the air-
plane. Airplanes are designed so that fiutter will not occur in
the normai operating envelope of the airplane as long as the
airplane is
properły
maintained. In the case ot any airplane,
decreasing the damping and stiffness ot the structure or
increasing the trailing edge weight of eontroi surfaces will
tend to cause flutter. lf a combination of those tactors is suf-
ficient, fiutter can occur within the normai operating enve-
lope.
Owners and operators of airplanes have the primary respon-
sibility for maintaining their airplanes. To fulfili that responsi-
bility, it is imperative that all airplanes receive a thorough
preflight inspection. lmproper tension on the eontroi cables
or any other loose condition in the flight eontroi system can
also cause or eontributa to flutter. Pilot's should pay partieu-

ing tab pushrod attachmant during preflight inspection.
Looseness of fixed surfaces or movement of eontroi sur-
faces other than in the normai direction of travel should be
