SETS termination panel replacement

Replace a SETS termination panel if it fails to maintain external timing
capability.
Prerequisites to SETS termination panel replacement
Some of the procedures in this task are not located in this document.
Ensure that you have access to the required documents.
A SETS termination panel is not modeled as a component and cannot be
locked. To have minimal impact on the system, all external timing
components must be locked before removing the SETS termination panel.
This is the first procedure in the task flow.
If the primary and secondary source are provisioned with external timing
sources and the tertiary source is line-timed, the system will change to the
tertiary source after the SETS termination panel is removed. If there is no
tertiary source provisioned, the system will go into holdover.
Replacement of the SETS termination panel does not require a shelf
reset. Network synchronization will return to the SETS source
automatically provided it is provisioned as the reference source.
The locking and unlocking of the external timing ports are for both the
BITS and SETS ports since the SETS termination panel has both BITS
and SETS connections.
