FCN 66: LOCK MESSAGE TEXT

This function can be set to lock the editing functions of the
internal text messages.
Other Functions (82 & 85) edit text messages stored in the
phone. eg. FCN 82 edits the message texts, while FCN 85 is used
to edit the text displayed for each CUG Identification number.
This FCN 66 provides locks that prohibit this editing as required.
