Partial cell filling
Partial cell filling minimizes cell assembly delay by only partially filling the cells
with user data and filling the remaining space with padding octets. This speeds up
cell assembly because the Speed Touch 591s does not have to wait for an entire cell
of data to be received before sending the cell.
Partial cell filling is configured using two parameters—the number of data octets per
cell (which determines how much a cell is filled before being sent) and the padding
octet pattern (which determines the format of the padding octets that are used to fill
the rest of the cell). If the first parameter is configured as ALL, no padding octets are
inserted into the cells.
