Renames the pool PoolName into NewPoolName. The Policy, AgeLimit and

App+Loose, App+Strict, AppIncr+Loose and AppIncr+Strict. AgeLimit is set in
months. The MaxOverWrites is the maximum number of times that the medium
can be overwritten. The default is 250 overwrites.

Creates a new free pool with PoolName for the medium of MediaType. The
MaxOverWrites is the maximum number of times that the medium can be
