Basic function menu

The multi-function switches have 2 main menus. Pushing
[CHG/L] toggles between the 2 multi-function switch menus.

Push to select VFO mode or to select the MHz tuning
step while in VFO mode. (p. 20)
Push for 2 sec. to enter tuning step screen. (p. 21)
