User-related authorizations

A class-of-service authorization in the user configuration is required in order to run
user-related features.
In addition specific features and call destinations can be disabled using the internal
digit barring (see "Digit Barring Facilities", page

Exchange access authorizations

Exchange access authorization
Exchange-to-exchange connections have to be authorized to enable the features
