Move the eccentric pin (actually, move hexagon wrench) little by little.
When you move one eccentric pin greatly at a time, it becomes stuck and the adjustment cannot
be made.

Y direction around this area, rotate
the eccentric pin and hexagon
wrench in the lower right portion.
