Add a DHCP server pool.
SYNTAX:

A name for the DHCP server pool. If not specified, the name is
"dhcp_pool_x", where x is a subsequent number.
A number between 0 (highest priority) and the highest number
(lowest priority) found in the list of existing DHCP server pools.
Represents a (higher) priority for the DHCP server pool.
If not specified, the DHCP pool is given the lowest subsequent
priority.
