When the steering wheel is not turned, there is no
relative displacement between stub shaft (7) and worm
shaft (3). And spool part of the stub shaft (7) and sleeve
(5) are placed in the neutral position.
Therefore, pressure-fed oil from pump flows to return
line through the clearance between spool and sleeve.
As a result pressure in the cylinder does not rise, so the
front wheels keep the direction.
