layer zip files.

In the default setting, could thread batabase is enabled. You can use
the CLI command to activate/deactivate cloud base service. It means
the scanning priority will been changed.
a. Router(config)# debug anti-virus ctdb activate
b. Router(config)# debug anti-virus ctdb deactivate
