Default error handling

All 4xx/5xx/6xx responses (with the exception of 401/407) received by the
IP Phone 1120E when attempting to initiate a call result in the display of an
error on the screen, and typically results in fast or regular busy tone.
If a media negotiation fails during dialog setup, the IP Phone 1120E
terminates the dialog.
If an in-dialog failure occurs during media (re)negotiation, the IP Phone
1120E falls back to previously negotiated media settings. When a failure
occurs that makes this impossible, the IP Phone 1120E attempts to clear
the call by terminating the dialog.
